The third is to gather social forces by "replacing compensation with awards".In order to encourage social forces to set up museums, the Municipal Finance Bureau, together with relevant departments, has jointly formulated the Administrative Measures of Beijing Municipality on Supporting Funds for Social Forces to Set up Museums (Provisional), with an allocation of 20 million yuan to subsidize outstanding exhibitions and social education activities carried out by qualified non-state-owned museums and state-owned enterprise museums, encourage and guide social resources to enter the museum field, and release the development vitality of the museum industry.
Fourth, the "quota standard" regulates fund management.According to the requirements of the performance management reform of full-cost budget, in recent years, the quota guarantee standard of municipal museums’ operating costs has been studied and formulated, and a dynamic adjustment mechanism has been established to further scientifically evaluate the museum’s guarantee level and fund demand and promote sustainable development. The new standard has been applied in the preparation of departmental budget funds in 2023, further improving the standardized management level of museum guarantee funds in this city and helping Beijing to build the "Museum City" into a new generation of capital gold business cards.
