There is a county-level city in Hengshui City, Hebei Province — — Shenzhou City and Nanjie Village are located in the downtown area of Shenzhou, occupying almost half of the urban area of Shenzhou. Although the geographical location is good, however, the villagers in Nanjie Village are living in dire straits.
In recent ten years, two consecutive village party secretaries have regarded Nanjie Village as their own "money bag" and used all means to occupy collective land and assets, amounting to hundreds of millions of yuan. They "have connections in the top and accomplices in the bottom", and many villagers who suffer from them have hardships. When these village cadres enrich themselves, villagers who have already lost their land can only work everywhere to live; When these village cadres are sitting on many properties, the villagers can only live in old houses and plan how many years of hard work before they can have their own new homes.

In 2014, Hengshui City Procuratorate investigated the cadres of Shenzhou City and other villages who encroached on the collective interests of the village. In the end, according to the villagers’ reports, the task force eradicated the malignant tumor of the village cadres’ nest case in Nanjie Village, Shenzhou, which had been harmful for decades.
These "fly greed" can be described as "how bold and greedy you are"
The case of Nanjie Village is just a microcosm of "fly greed". Corruption cases in various places constantly refresh people’s cognitive bottom line, just like "how bold you are and how productive greed is":
Chen Wanshou, the former accountant of Huanghoudian Village, Northwest Wang Town, Haidian District, Beijing, misappropriated 119 million yuan;
Yu Fan, director of the former neighborhood committee of Dongtan Community in Zhangba Street, Yanta District, Xi ‘an, took bribes of 120 million yuan by using the community demolition and reconstruction project;
Ma Chaoqun, the former deputy director-level cadre in Beidaihe District, Qinhuangdao, Hebei Province, took bribes of 120 million cash, 68 properties and 37 kilograms of gold by relying on the water supply right in his hand;
Liu Dawei, a former village cadre in Lieshan Village, Huaibei, Anhui, embezzled or misappropriated more than 150 million yuan of collective assets and used black and evil forces to beat villagers who questioned his practices. Liu Ya, former secretary of the Party Committee of Lieshan District, Chen Zhenjiang, former deputy secretary of the Party Committee, Dong Haibo, former deputy head of the district, Ren Qifei, former secretary of the Party Committee of Lieshan Town, etc. are all closely related to Liu Dawei, and after accepting bribes from Liu Dawei, they cover up their actions.

Unlike the "big tiger" far away, grassroots cadres are the closest public servants with power. If these people steal from themselves, not only will the state property suffer huge losses, but the harm to people’s hearts will be even more incalculable. These grass-roots cadres who infringe upon the vital interests of the masses can be described as "a mouse excrement spoils a pot of soup". After all, the injured people’s hearts are the most difficult to heal, which is quite different from the party’s principles and policies of taking the mass line.
These "fly greed" abuse power for personal gain and "eat" are extremely ugly.
According to the deployment of the central authorities, discipline inspection and supervision organs at all levels in various localities have taken targeted measures according to local conditions and intensified the investigation and punishment of violations of the interests of the masses. Some problems such as the chaotic management of foreign-funded enterprises in rural areas, the out-of-control power of village officials, and the dereliction of duty of the discipline inspection commission of local party committees have also been revealed. Some grassroots "flies are greedy" are extremely ugly, and the areas where they reach out are staggering, which has had a bad influence on the people.

Peng Yinglong once took advantage of his position to build a mansion with a building area of more than 1,700 square meters and a cost of several million yuan. All the funds used were collected and reimbursed. The mansion was not bright enough at night, so he found the person in charge of the county energy office and forced him to install 4 solar street lamps free of charge in his house. Feeling that greening was not beautiful, he took advantage of the opportunity to inspect the work at the Nursery Garden Department of the County Environmental Sanitation Bureau and asked the person in charge of the Nursery Garden Department to transplant more than 40 osmanthus seedlings around his house for free.
Even after his own death, Peng Yinglong played a public idea. When he went to Goulou Peak Forest Farm in Hengyang County for investigation, he asked the person in charge of the forest farm to buy coffin wood. Due to his kindness, the person in charge of the forest farm gave Peng Yinglong the Chinese fir cut down during the construction of the fire isolation belt.
Peng Yinglong was eventually expelled from the party, dismissed from public office, and transferred to the judicial organs. He was imprisoned at the age when he was supposed to support himself. All this was his own fault.

Zhang Mingqi, secretary of the Party Committee of Lianshang Central Village, Jishi Town, Jingjiang City, Jiangsu Province, took advantage of his position to intercept the renovation fee of farmers’ toilets of 23,000 yuan allocated by his superiors without authorization, and set it up as a "small treasury" to give bonuses to village cadres.
Hong Houpeng, former director of Xinwu Village Committee in Wanhu Town, duchang county, Jiangxi Province, also withheld 7560 yuan of toilet improvement funds that should have been distributed to 18 villagers during the implementation of rural toilet improvement projects.
These two people don’t even let go of this kind of money. It is no wonder that the masses complain that "flies" are flying around all day, and they are overwhelmed. If they don’t shoot these "flies" completely, they will become a great disaster sooner or later.
In response to these problems, the central government clearly requires that pressure should be transmitted at all levels to strengthen the implementation of responsibilities. Party committees and disciplinary committees at the provincial and municipal levels should transfer the pressure to counties and townships, and the responsibility should be pressed to the grassroots. County and township party committees should play a key role, county and township disciplinary committees should take investigating and dealing with unhealthy practices and corruption that infringe on the interests of the masses as their main tasks, and relevant functional departments should strengthen management and supervision, and be seriously accountable for dereliction of duty.

It was when the Fifth Inspection Team of Anhui Provincial Committee entered Huaibei that hundreds of people from Lieshan Village heard the news and reported the corruption in Liu Dawei. After investigation and evidence collection, the inspection team investigated and dealt with it according to law.
According to official disclosure, Liu Dawei’s seven crimes were added to his name, leading to 19 joint criminals, including a number of "protective umbrellas".
For more than 10 years, he transferred and embezzled the village collective assets through various channels and turned them into private ones. The amount involved is as high as 150 million yuan, which is shocking. Because Liu Dawei was connected with the network and pulled down relatives, just like a runaway wild horse, no one was in charge, and over time, the villagers dared to speak out. If the provincial inspection team doesn’t come, it will be difficult to solve the problems in Liu Dawei just within the scope of districts, towns and cities.
