As early as June 2018, the former Shanghai Municipal Health and Family Planning Commission and other 15 departments and units jointly issued the "Implementation Opinions on Accelerating the Construction of Maternal and Child Facilities in Shanghai" according to the requirements of relevant national documents. Through efforts in recent years, the construction of maternal and child facilities in Shanghai has achieved remarkable progress and results, and maternal and child facilities have been basically established in key places where mothers and children often stay in the city. According to the statistics at the end of 2020, 1,378 maternal and child facilities have been built in various public places in the city, 2.45 times that of 2017; There are 4,298 employers equipped with maternal and child facilities, 1.95 times that of 2017.
The promulgation of the "Measures" is mainly based on the following considerations: with the improvement of social civilization, the demand for maternal and child facilities is growing, and accelerating the high-quality construction and management services of maternal and child facilities is conducive to creating a fertility-friendly social environment, which is also an important embodiment of the economic and social development and civilized progress of Shanghai’s mega-cities.
There are 16 articles in the above Measures, which mainly include: purpose and basis, scope of application, basic principles, departmental responsibilities, types of maternal and child facilities, places where maternal and child facilities are set up, requirements for setting up maternal and child rooms, signs and guidance signs of maternal and child rooms, management and maintenance of maternal and child rooms, and emergency plans for maternal and child rooms.
Maternal and child facilities are divided into three types: first, special spaces and facilities set up in public places to facilitate breastfeeding, infant care and protect the privacy of women and children; The second is the infant care facilities in the third bathroom of public places; The third is the special space and facilities set up by the employer for female employees during pregnancy and lactation.
